Welcome our MGT Division new employees
These five employees started working in the MGT Division in June and July.
Please welcome Angel Barreto, the new motor transport manager. Angel joined the Board after four years at the Department of Transportation. Prior to that, he served 26 years in the Army. His last Army assignment, from 2000 to 2011, was for the White House Transportation Agency, where he supported 90 presidential trips worldwide as the agency’s Air Force One command representative. He supervised more than 10,000 White House transportation missions and directly supported the President and senior White House officials on 9/11 and was instrumental in executing emergency actions which resulted in the swift relocation of Air Force One and safety of the President and White House staff.
On a more personal level, Angel, born in Puerto Rico, now resides in Virginia with his wife. They have two grown children and enjoy dining out and trying various foods.

Please welcome Pamela Blackwell, the new administrator in Budget & Administration. As a division administrator, she helps facilitate and coordinate personnel transitions such as onboarding of new employees, office moves, and processing personnel actions. Pam joins us from the Division of Financial Management and has been at the Board almost four years. Prior to coming to the Board, Pam worked for a small company, America’s Choice, that grew out of a nonprofit organization called the National Center on Education and the Economy.
Pam, born in Baltimore, Maryland, has four brothers and four sisters and enjoys meeting new people and spending time with family, especially with her children and nieces and nephews. Pam also has a personal goal to reach in the next year of being “exemplary in my new role.”

Please welcome Shannon Britt, the new senior employee relations specialist. Shannon was previously employed by the U.S. House of Representatives for almost six years, first as an HR generalist and then promoted to a senior HR generalist. She provided a variety of HR services to managers and employees such as performance management, employee relations, recruitment, and process improvement/change management initiatives.
Shannon holds a bachelor’s degree in management and Masters of Public Administration with a concentration in HR management from George Mason University. She and her fiancé live in Ashburn, Virginia, in a home they recently bought, so her free time is spent doing projects around the house and wedding planning.
Shannon reports to Jeff Martin. Her office is K-3306, so stop by and say hello when you have a chance.
Please welcome Scott Deacon, the new senior manager for national security information. Scott is a retired career Air Force Officer and Senior Executive Service member. He has more than 35 years of experience in counterintelligence, special investigations, and program security. Previously, he served as senior advisor to the administrative assistant to the Secretary of the Air Force, providing subject matter expertise in law enforcement, counterintelligence, and security.
Scott holds a bachelor’s degree from Penn State University and master’s degrees from George Washington University and the U.S. Air University at Maxwell Air Force Base. He also received a certificate from Harvard University’s Senior Managers in Government program.
Scott is married to his trophy wife of 33 years and has two grown children. He is an elder in his church, the president of the Calvert County Library Foundation and his home owners association, and active in the local American Legion Post. He rides a Harley. He is a defender of common sense and has a sense of humor.

Please welcome Brian Wajert, the new senior program and financial analyst in Budget & Administration. Brian transferred to the Management Division from RBOPS where he spent four years in the Cash section. Brian has visited 26 out of the 28 System Cash offices. His background also includes time working at Treasury on the Fannie Mae/Freddie Mac bailout and on performance and budget for Treasury’s bureaus. He was also a Presidential Management Fellow.
Brian, an Ohio native, has two young children and spends most of his time at home corralling at least one of them.
